Canada LMIA Freeze: 30 Cities Blocked From Low-Wage Foreign Worker Hiring Until January 2027
Six more Canadian cities just went dark for low-wage foreign worker hiring. As of October 9, employers in Halifax, Fredericton, Kingston, St. Catharines-Niagara, Regina and Lethbridge can no longer get low-wage Labour Market Impact Assessments (LMIAs) processed β bringing the total number of restricted metropolitan areas to 30 out of 41 across the country, with the freeze running until January 7, 2027.
The expansion, published by Employment and Social Development Canada (ESDC) on October 9, is the quarterly update to Ottawa's refusal-to-process policy β the rule that ties low-wage foreign worker hiring to local unemployment rates. With Canada's unemployment rate at 6.5% in September, the restricted list has returned to one of its broadest footprints of the year, according to immigration analysts tracking the policy.
New cities on Canada's low-wage LMIA freeze list
Six census metropolitan areas (CMAs) crossed the 6% unemployment threshold this quarter and joined the restricted list, as reported by CIC News, Tuko.co.ke and VisaHQ. The newly blocked regions are:
- Halifax, Nova Scotia β 6.1%
- Fredericton, New Brunswick β 6.2%
- Kingston, Ontario β 6.3%
- St. Catharines-Niagara, Ontario β 6.5%
- Regina, Saskatchewan β 6.7%
- Lethbridge, Alberta β 6.0%
Kamloops and Chilliwack in British Columbia dropped below the cutoff and reopened to low-wage LMIA processing, according to CIC News. Net, the list grew from 26 to 30 regions β the same level seen during the April-to-July 2026 quarter, per ImmigrationNewsCanada. The hardest-hit metros on the restricted list include Oshawa (9.8%), London (9.1%), Kelowna (8.6%), Moncton (8.1%), Ottawa-Gatineau (7.9%), Windsor (7.9%), Toronto (7.5%), Hamilton (7.4%), MontrΓ©al (7.2%), Vancouver (7.0%), Calgary (6.4%) and Edmonton (7.6%), according to CIC News' table.
How the 6% LMIA rule works β and who is exempt
The freeze applies only when three conditions are met at once, as explained by ICC Immigration and VisaVerge: the offered wage falls below the applicable provincial or territorial threshold (less than 120% of the median wage); the job is located within a census metropolitan area; and that area's unemployment rate is 6% or higher. Wage thresholds range from $31.20 per hour in Prince Edward Island to $48.00 in the Northwest Territories, according to VisaHQ.

Employers offering wages at or above the threshold fall under the high-wage stream and are unaffected.
What the LMIA freeze means for employers and foreign workers
For employers in the 30 affected regions, the effect is stark: until January 7, 2027, they cannot initiate or renew low-wage LMIA applications for non-exempt jobs. As VisaHQ's analysis notes, businesses relying on seasonal or entry-level workers in hospitality, retail and manufacturing must redirect recruitment to rural areas, raise wages above the threshold, or pivot to the International Mobility Program β which needs no LMIA but offers far fewer categories.
Foreign workers already holding valid permits in the newly restricted cities are unaffected: the freeze applies only to new qualifying applications submitted from October 9 onward, according to ImmigrationNewsCanada. The policy is deliberate β VisaHQ notes it signals Ottawa's intent to curb temporary resident volumes and push employers toward the domestic labour pool. The next quarterly update is scheduled for January 8, 2027, and any region whose unemployment rate falls below 6% can exit the freeze.
